SUNDAY SCHOOL
OPERATIONAL GUIDELINES
OBJECTIVE: It is the objective of the Islamic Center of Washington, hereafter referred to as the ICW, to establish a set of Operational Guidelines for Sunday school operations. The intent of the Operational Guidelines is to serve as the ICW authorized processes for school administrative and business procedures. The Guidelines are designed to protect and ensure the integrity and reliability of the ICW, its business operations, Sunday school staffs and volunteers. The Guidelines are also established to ensure the amana of dawah for Islamic education is correctly implemented as mandated by Allah.
DELEGATED AUTHORITY: ICW Officers shall have full authority for reviewing, monitoring, modifying, and editing of the Operational Guidelines as needed. The ICW Educational Director shall have responsibility of ensuring the design, training of staffs and implementation of the Sunday school program. The School Administrator shall have responsibility to supervise school staffs and volunteers along with maintenance of accurate school records. The School Administrator shall also present written quarterly reports, or interim reports to ICW Officers, pursuant to request ICW staffs and volunteers are responsible for understanding the Internal Control systems and ensuring the effectiveness of business operations through correct usage of the system.
POLICIES: It is the policy of the ICW that all employees shall deal with all persons in ways that convey respect and consideration for the individual. All Sunday school staffs and volunteers shall eliminate practices that foster attitudes and or actions leading to miscommunication, discrimination, acts of hostility, and defamation, whether verbal or physical. It is the Policy of the ICW to provide Islamic educational opportunities for all students without discrimination and that no staff or volunteer shall be discriminated against based on or because of the following real or perceived characteristics: race, creed, color, previous arrest, incarceration, religion, ancestry, national origin, economic status, gender, marital status, physical appearance, mental, physical, or sensory disability.
GRIEVANCES: It is the policy of the ICW to investigate and attempt to resolve any written grievance filed within 30 days after an alleged event or incident. Any individual believing they have not received appropriate services for payment, been wronged, harassed, threatened, or discriminated against by any Sunday school staff, volunteer, or by ICW Officer may file a written complaint and submit it to the ICW, 1420 NE Northgate Way, Seattle, WA 98125. Grievances may also be written, directed to the ICW and submitted via email at www.idrismosque.com. All information submitted shall be considered confidential and shared only with individuals essential to the investigation and disposition of the grievance. Grievances should be specific and include the date, incident, the occurrence, name of person (s) involved and names of person (s) witnessing the incident.
ADMINISTRATIVE PROCEDURES: The Administrative procedural intent recognizes the need of the ICW to be more prescriptive in Sunday school operations and to increase and maintain competent, relevant, high quality Islamic educational programs. The ICW recognizes a necessity for the Sunday school to become self sustaining, thus a need to implement occasional administrative fee increases for services provided the Muslim community in order to maintain effectiveness within the program. This means the ICW shall be more cognizant of school enrollment, and student to teacher ratios, in addition to school administration budgeting, revenues and expense procedures.
The Sunday school shall develop and provide the ICW a budget for operations adhering to the following administrative procedures:
- PARENT ORIENTATION:
- School Administrator shall arrange and ensure all parents of enrolled students receive an orientation, tour, program and fee schedule, participatory options to payment of fees, rules and procedures of the Sunday school.
- ENROLLMENT:
- Students must be at least three (3) years of age and toilet trained for enrollment
- All families will complete and have on file a current enrollment and registration form
- Student attendance will be taken, in each class weekly, during school sessions
- Attendance logs will be maintained and turned in weekly to school Administrator at end of class day
- ACCOUNTS RECEIVABLE:
- School Administrator shall utilize attendance records to project revenues and confirm enrollment
School Administrator shall ensure all student accounts are kept current
School Administrator shall collect all accounts receivables as prescribed
School Administrator shall deny program access to students whose accounts are not current, unless other arrangements have been made with, and authorized, by the ICW.
- ACCIDENT / INJURY REPORTS:
- School staffs and volunteers shall document any accidents or injuries to students, parents, or visitors on premises and report such incident immediately to School Administrator
- School Administrator shall investigate, log and report all accidents and /or injuries to the ICW immediately
- CASH MANAGEMENT:
- School Administrator shall use a manual duplicate receipts book for recording all school revenue
- Any and all funds collected for Sunday school purposes shall be receipted and deposited same day, in designated depository, at the Idris Masjid
- Any and all funds solicited and collected, by school Administrator; e.g. donations for books, supplies, food, materials, etc.) shall be dated, recorded, described, and deposited in designated depository, at Idris Masjid
- Any and all miscellaneous funds received for sadaqah, student scholarships, etc. shall be receipted, recorded and placed in designated depository, at Idris Masjid
- CRISIS MANAGEMENT PROCEDURES:
- ICW shall develop strategic plan (s), security procedures and list of emergency contact numbers to be maintained in secure location, at Idris Masjid, accessible to ICW Officers and school Administrator for crisis and emergency management situation
- INVENTORY MANAGEMENT :
- School Administrator shall be responsible for purchasing inventory after approval of ICW
- School Administrator shall record and maintain an inventory log
- School Administrator shall submit to ICW a monthly expense report with all purchase receipts attached
- School shall ensure all supplies, equipment and materials locked and secured when school not in session
- PURCHASES:
- The school Administrator shall provide the ICW a written request for funds to purchase inventory, supplies, materials, and/ or to cover school expenses; i.e. field trips, etc.
- Request for purchases shall be made in writing, at minimum 2 weeks in advance, of school’s need for approval and funding
- Purchases made without approval will not be reimbursed
- RISK MANAGEMENT:
Staff, at all times, during school sessions are responsible for monitoring and knowing the whereabouts of their students
Staff shall ensure parents/ guardians sign students in upon arrival and out on departure
Students not enrolled in the Sunday program and visitors( aside from parents of enrolled students), shall not have access to students nor classes without written authorization of the Administrator ( visitors badge, etc)
The ICW shall map and develop fire escape procedures to be publicized and placed throughout the Masjid
Fire and earthquake drill procedures shall be reviewed and carried out monthly with students, staffs, and volunteers
- FIELD TRIPS:
- Permission slips shall be completed by parents for all student’s participating in any off site field trip prior to the trip
- Walking field trips around Masjid shall not require parent permission slip but does require school Administrators authorization, prior to trip
- Parents and volunteers offering to provide transportation for field trips must exhibit to Administrator current auto insurance policy, reliable vehicle and workable seat belts for each individual who rides in vehicle
- No student shall be allowed to drive own vehicle on school field trip
- EMPLOYEES:
- STAFF ATTENDANCE:
- Staff and volunteers shall arrive 9:15 AM (15 minutes) prior to class start time
- Staff shall advise school Administrator of any planned absence in advance
- Staff shall advise school Administrator of any emergent or unplanned absence as soon as possible
- Staff shall advise school Administrator of any late arrival times
- Staff shall not leave students unsupervised, at any time, nor with any volunteer, unless the Administrator has been previously notified, and approves such supervision
- VOLUNTEERS:
- Volunteers are subject to same reporting times and attendance procedures as staff
- Volunteers will be assigned, as needed by school Administrator
- All attempts shall be made to have volunteers work in pairs with students
- BENEFITS:
- Staff and volunteers shall have Sunday program fees waived for their children or guardians
- Staff shall be offered a monthly stipend of $50.00 for services to program
- CODES OF CONDUCT:
- Staff are expected to conduct themselves in professional manner at all times
- Any disputes between staffs, volunteers, parents shall be handled in professional manner or taken to school Administrator, end of day for mediation
- During class time or during school sessions staffs nor volunteers shall engage in discussions involving personal issues, disputes, or differences with others in presence of students, parents, visitors, or Muslim community members
- COMMUNICATIONS:
- The school Administrator shall meet with staffs and volunteers 15 minutes before classes begin to review, update, and coordinate the days schedule and activities
- School Administrator shall hold staff and volunteer training meetings monthly
- DIVISION OF DUTIES:
- Staff and volunteers shall be assigned class for day and shall be wholly responsible for class activities and students as assigned
- Staffs and volunteers shall be responsible for one (1) class only per day
- Administrator shall not assign nor direct staff to teach nor enter more than one (1)class a day
- Interruptions or disruptions by late staff into classes are already in progress shall not be permitted
- Late staff will be assigned, as volunteers, to assist school program as needed
- EXPENSE REIMBURSEMENT:
- Staff request for reimbursement of expenses; i.e. gas for field trip, unexpected emergent situation, may be submitted with receipt and explanation for reimbursement in writing to the ICW – However, submission of receipt does not guarantee reimbursement will be made
- HEALTH:
- Staff nor volunteers shall report to Sunday school if feeling ill, experiencing diarrhea, or having either low or high fever
- Staff nor volunteers shall report to Sunday school if self or family member(s) has been diagnosed with infectious or contagious disease
- SAFETY:
- Staff shall monitor students and time out of class for restrooms
- Staff shall not send two (2) students at one time into restroom
- Staff shall inquire of any visitor, unknown or suspicious individual in building
and immediately report such individual to school Administrator
- CURRICULUM:
- Curriculum will be designed around Arabic and Islam
- Staff shall design and develop lesson plans for teaching students
- Staff and volunteers shall participate in training sessions and collaborate together to develop cohesive lesson plans
- Staff shall assess student progress of learning goals weekly
- Lessons shall offer students a variety of relevant, enjoyable, motivating activities to enhance learning
- CLASSES:
- Students shall be divided for classes by age
- Classes shall not exceed twelve (12) students with one (1) staff or volunteer
- Classes with one (1) staff and a volunteer shall not exceed twenty (20) students
- Classes shall be gender based; i.e. separation of males and females, unless students are less than five (5) years of age
- Classes shall be held weekly, on Sundays, beginning at 9:30 AM and ending promptly at 1:30 PM
- Classes shall be offered for advanced students and such classes shall be divided and determined by student’s individual oral presentation of knowledge
