The Secretary asked Sayed Al-Aswany to open the meeting at 8:40 PM by special invocation. Then, the secretary explained the meeting agenda, ground rules, guidelines and etiquettes to be followed.

The following items were discussed and approved;

1. All present members reaffirmed their commitment to serve the community as members of the Islamic center of Washington.
2. All members agreed to review their job description as described in the ICW constitution.
3. President will provide a more detailed description for the statement of work of each of the executive committee based on his experience.
4. Two more vacant positions are identified in the executive committee, ICW president requested nominations/recommendations for these two offices as well as many other non- official positions to serve the ICW vision.
5. All members present agreed to form their own subcommittees to help them perform their respective work. Also, each subcommittee is requested to develop their own guidelines and procedures to support the ICW vision, these guidelines have to be within the guidelines of the ICW constitution.
6. Due to lack of attendance / personal schedule / etc, the executive committee asked the president to contact Abdul Bary and re-confirm his commitment to ICW. In case, Abdul Bary cannot support ICW and its mission, the committee recommends to find a replacement ASAP.
7. The committee discussed a back-up for each position. All agreed to have back-up who is empowered with same responsibilities and assignment as primary officer. The back-up and or any other subcommittee member assigned by the primary officer will serve just as primary executive with his/her vote as binding vote on all decisions taken by the committee during his/her attendance and in absentia of the primary executive.
8. Mosque administrator advised the committee on health aspects of the old carpet as some patrons have complained about the condition of the carpet. He also reminded that the dust in the carpet is not good for people and children with asthma. Based on this information and recommendation, the majority of the committee agreed that the carpet has to be changed, with Sayed opposing the measure. Also, the majority agreed that the carpet has to be plain and of good reliable quality. Three bids are to be requested by the treasurer and administrator for final decision by the executive committee.
9. Mosque administrator advises and emphasized all to follow the proper chain of communication, specifically with BOT. All communication between BOT and ICW must be thru ICW president
